民主利于清廉,专断易生腐败。完善民主制度,民主选举、选拔清廉的干部,可以在很大程度上排除贪官;监督制约权力,可以防止权力的滥用和以权谋私。反腐败制度的核心是加强对权力的监督制约,因此,要确保决策权、执行权、监督权既相互制约,又相互协调,使党和国家机关按照法定权限和程序行使权力;要明确界定和限制权力,规定权力的边界,推进权力运行的规范化、公开化,建立决策追查制度,积极试行干部财产公示制度。反腐工作需要全面加强执行力,为此,要狠抓制度与方针政策的贯彻落实,统一领导、协调八方,强化监督检查;坚决反对和克服有令不行、有禁不止的现象,依法加强执行力。

Democracy is conducive to a corruption-free society, while dictatorship leads to corruption. Improvement in the democratic system, democratic elections, and election of clean-behavior cadres can largely rule out corrupt officials. Supervision and control over power can prevent the abuse of power and use of power for private purposes. The core of the anti-corruption institution is to strengthen the supervision and control over power. Therefore, we need to ensure that the de- cision-making power, execution power, and supervision power can be mutually restrictive in a coordinated manner, enab- ling the Party and state organs to exercise their power in accordance with statutory authorization and procedures. Also, we need to clearly define and limit the power, set boundary to power, promote the standardization and openness of the exercise of power, establish the tracking system for decision-making accountability, and actively implement pilot program for disclo- sure of cadres＇ property. Anti-corruption efforts require comprehensively strengthening the execution power. To this end, we must pay close attention to the implementation of the system, principles and policies, with unified leadership and coordina- ted efforts, so as to enhance supervision and inspection. We shall resolutely oppose and overcome the phenomena of disobe- ying orders and resisting prohibitions, and enhance execution in accordance with the laws.
