摘要
随着生活水平的提高,人民对更安全食品的要求也日益强烈。我国当前存在着关于食品安全监管的几大认识误区,如认为食品行业小散乱是中国食品安全事件频发的主要原因;分段监管体制是中国食品安全监管的痼疾所在;解决食品安全问题在于加强市场准入等。实际上,缺乏风险管理的意识,对食品风险的传递链条认识不足,没有将食品安全的责任传递给最有能力承担风险的一方以及过度依赖政府的行政监管力量才是我国食品安全监管的深层次问题所在。要突破困境,必须加强对大企业的监管能力,强化企业责任;组建中央垂直管理的风险评估机构;形成互补式监管网络以及调动社会力量分担食品监管责任。
In recent years, with more reports about food safety incidents, the Chinese government frequently adjusted its regulatory system in response to the public demand on safer food. The year 2004 saw the establishment of the National Food Safety Administration, which was incorporated in 2007 to the Ministry of Health. In 2013, State Food and Drug Safety Administration were re-established. The adjustment of food safety regulatory agencies has been one of the most spectacular topics in China's government institutional reform programs. The intensity of government efforts in ensuring food safety is for all to see, but it seems difficult to restore consumer confidence in domestic food safety, and Chinese people still travel a- round the world to buy infant formula milk, which has led to purchase-restriction in some countries and regions. This kind of "foot voting" is undoubtedly a very loud criticism in the face to China's food safety agencies. Where is the plight of China's food safety regulation? Can the new institutional reform bring us to an era of safer food?
