总结世界电信改革开放的七大特征和世界电信、计算机、电视三网一体化信息网络发展的必然趋势。借鉴世界电力通信改革开放的经验 ,指出应对加入WTO ,中国电力通信必须创新机制 ,走产业化的道路。分析比较了世界信息网络技术及其结构的最新发展。建议中国电力通信网发展应以新一代IP技术为基础 ,建设电力工业的信息基础设施PII。强调并提出要抓住入世和全国联网、城、农网改造等难得机遇 ,充分利用电网资源 ,加紧PII的建设 ,加速改革的具体意见 ,以促进中国电力工业实施多元化发展战略目标的实现。

Summarize the seven characterizations of world telecommunication reform and point out the development trend of world communication net, computer network and cable television net in one; analyses and compare information net technologies and their structure; then give some suggestions that China electric power communication net should construct the basic informaiton facilities PII which based on new generation IP technology in electric power industry system.
