教育资源共享与均衡:基于美国农村学校合并的经验 被引量:3

Education Resource Sharing and Equivalence: Experiences based on American Rural School Merger

摘要 很长时期内,我国地方政府效率至上的价值观主导农村学校合并政策的实施,导致学校发展陷入不均衡的困境,教育质量受到负面影响。究其原因,在于政策实施者过分追求教育效率、而忽视了教育供给的质量。因此,学校合并政策的取向应得到重新整合,即以"提高教育资源利用效率"为目的,兼顾教育成本节约与质量提升。而在教育资源有限性的前提下,教育资源共享和均衡应成为关键策略。 For a long time, the implementation of rural school merger policy has focused exclusively on efficiency leading to the inequality in school development and low education quality. The reasons lie in the exclusive pursuit of education efficiency and overlooking education quality. A redirection of school merger policy is needed, whose purpose is to enhance the utilization of education resource and to consider cost saving and quality elevation as well. The key policy should be education resource sharing and equivalence given the limited education resource.
