摘要
采用调查和文献研究法分析了新医改下医疗服务质量控制体系的运行效益。研究发现,该体系在减轻患者经济负担、提高患者满意度及促进医疗市场良性运转方面取得了初步成效,医院的病床一直处于满负荷使用状态,诊疗人次与出院人数显著增长,医疗服务的可及性大为增强,医院的技术效率、规模效率和社会收益逐年提升。体现了管理模式的创新可提高医疗服务的质量和效益,但还存在医院内部管理机制不完善等问题,需进一步探索调动医务者积极性、强化长效监管和加强医院经济管理的对策和方法。
The investigation of operational benefits under the new medical reform found that the new manage- ment system will help reduce the economic burden of patients, enhance the satisfaction and promote the benign op- eration of medical market. Under the reform system, the hospital has been in full load condition, the number of vis- its and discharged shown a significant growth, medical service accessibility achieve great enhancement, and the hospital technical efficiency, scale efficiency and social benefits increased every year. While the embodiment of management innovation can improve the quality of medical services and benefits, the hospital internal management mechanism is still not perfect, which need further exploration to mobilize the enthusiasm of the person, strengthen medical long- term supervision and strengthen the hospital economic management strategies and methods.
