摘要
文章对政府职能转变的动力机制问题进行研究,把政府职能转变的动力分为推动力系统、牵引力系统、支撑力系统和政府职能自我更新系统四个子系统,构建政府职能转变动力机制概念模型。运用系统动力学理论与方法对政府职能转变动力进行分析,建立政府职能转变的系统动力学模型,并对主要指标进行仿真。研究发现推动力系统和拉动力系统具有较高的灵敏度,对政府职能转变的促进作用比较明显。政府职能在不同的转变动力水平下呈现不同的转变特征,政府职能将最终收敛于一个稳定水平,可以视为政府职能的均衡状态。
This article divides the government function transition force into driving force system, traction system, support system and the government functions self renewal system,and constracts government function transition dynamic mechanism conceptual model, and analyses the transformation of government functions by the system dynamic.Then this article establishes the system dynamics model, and makes simulaiton annalysis to main index. Study found that the impetus system and pulling power system have the higher sensitivity,and promote the government functions transform obviously.The functions of the government will eventually converge to a stable level, and it can be seen as the functions of the government "s equilibrium.
