全球城市及其在全球治理中的主体功能

Global Cities and Their Functions as Actors in Global Governance

全球城市和全球治理之间存在着内在的必然关联。对于这种关联,以及全球城市在全球治理中主体地位的提及和理论上的论证,散见于有关文献当中,以全球城市的主体性为对象的经验研究和系统性总结还很少见。本文以现有的文献为依据,从城市外交、全球城市网络和全球治理领域三个方面,对全球城市展现出的主体功能进行归纳梳理,提出全球城市作为全球治理主体的经验验证问题,希望对全球城市在全球治理框架中的行为主体作用,有更为全面和深入的研究。

There must be an internal relation between global cities and global governance. But mentions and especially theoretical demonstrations of such relation or the status of global cities as main actors in global governance were scattered in relevant literature. Em- pirical study and systematic summary about this main actors＂ status remain inadequate. On the basis of the existing literature, this essay combs out and sums up the functions of global cities showing as main actors through three aspects： city diplomacy, world city network and issues of global governance. Furthermore, it puts forward several questions about the global cities as main actors in global governance for empirical validation. It also calls for a comprehensive and in-depth study on the function of global cities as main actors under the framework of global governance.
