Engagement of the EU in the UN's Global Governance: Cooperation Based on Conflict-embedded Reliance

摘要基于增进影响、提升软实力和促进其他地区"社会化"等多重目的,欧盟在参与国际维和行动、危机管理、发展援助等全球治理行动上对联合国具有依赖性。然而,由于二者是不同性质的国际组织,同时受国际政治等因素的影响,欧盟与联合国在该领域的合作存在诸多矛盾。因此,欧盟对联合国全球治理的参与可视为一项基于"冲突性依赖"的国际合作,这种依赖与冲突同时存在的状况在二者性质及国际环境不发生重要变化之前会一直延续下去。 Generally speaking,the EU relies heavily on its involvement in the UN's global governance in order to promote influences,enhance soft power as well as realize the socialization of the rest of the world.However,due to the basic differences in the nature of these two international organizations and the influences of other factors such as the international political situation,conflicts have often been seen in the cooperation between these two actors.Accordingly,the EU's engagement in the UN's global governance could be viewed as a kind of 'conflict-embedded reliance',which will remain to be so before fundamental changes take place in the nature of the two organizations and in the international situations.
