UK Youth Employment Policies: Transformations and Implications

青年就业是国际性的普遍问题。世界各国都在探索解决青年就业难题的途径,但是,青年就业问题的解决状况并不理想。而英国在青年就业问题上积累了大量的实践经验,对探讨其他国家青年失业的成因及政策选择上有着重要的借鉴意义。本文基于英国二战后至今青年就业政策的背景,梳理了青年就业政策的发展阶段,并探讨了其转型背后政府主导和市场力量的博弈,最后阐述了对于我国和其他国家有益的启示。

Youth unemployment as a global phenomenon has become a great constraint to economic development,which has attracted attention from both the academic and political circles.In this field,the UK has accumulated extensive experiences and a quantity of literature on youth employment has been published since the World War II.Based on the UK's youth employment policies since the Second World War,this paper analyzes the three stages of the UK's youth policies,discusses the measures taken by the successive UK governments,and provides suggestions for China when dealing with such problems.
