The New Situation and Trend of The Mass Line in The Period of Social Transformation

在社会转型期,中国社会出现了一些新的特点,出现了影响和制约党的群众路线贯彻的深层次矛盾,贯彻党的群众路线面临着新问题。我们要找到应对新问题的新方式、新方法:一是要使人民群众共享改革发展成果,提高人民群众的物质生活和精神生活水平;二是要加强社会容纳力建设,在组织―制度、文化―价值双重层面重塑社会容纳力,以化解人们在个体化过程中所经历的风险和不确定性的困扰;三是要着力建立情绪处理渠道,高度重视人民群众的精神文化需求,把理顺社会情绪作为践行党的群众路线的重要方面。

In the period of social transformation,some new characteristics have ever appeared in Chinese society such as the deep-seated contradictions affecting and restricting implementation of the mass line of the Party.The implementation of the mass line of the Party is faced with new problems.We need to find a new method to deal with new problems,first of all,to make the masses of the people share the fruits of reform and development,improve the people’s material life and spiritual life level;second,strengthening the construction of social capacity,reconstructing social capacity in two-dimension of the organization-system culture-value,to dissolve risk and uncertainty that people experience in the process of individualization;third,focusing on the establishment of emotional processing channels,attaching great importance to the people ’s spiritual and cultural needs,taking rationalizing the social emotion as important aspects of the practice of the Party ’s mass line.
