摘要
随机选取南京、北京两地的300名公众进行调查,利用KANO模型就公众对政府信息公开的内容、方式的需求层次进行分析。结果表明:政府必须首先满足公众的基本型需求;其次尽量满足期望型需求,必要时可依据满意度系数决定优先顺序;在此基础上,注重兴奋型需求的满足。最后依据需求层次,提出提高政府信息公开公众需求满意度的措施。
Randomly selecting 300 people in Nanjing and Beijing, the paper makes an investigation on the hierarchy of needs for contents and means of government information disclosure using KANO model. The result shows: government regulators must firstly meet the people's basic needs; secondly try their best to meet the people's expected demands, and priorities are established by the contribution of satisfactory degree when it is necessary; lastly pay close attention to meet the people's attractive demands with the people 's basic and expected demands truly met. Furthermore, corresponding countermeasures are put forward to improve public satisfaction of government information disclosure according to the hierarchy of needs.
