研究型大学建设与创新人才培养模式改革探讨——以北大清华百年校庆国家领导人讲话为研究主线

Study on the Construction and Cultivation of Innovative Talents in Research Universities——The main research on the addresses of National Leaders in the Centennial Ceremony of Peking university and Tsinghua University

本文以北京大学和清华大学百年校庆国家领导人的讲话文稿为研究主线,分析了两所名校的百年校庆国家领导人讲话的政策内涵以及政策影响,并在此基础上对我国的研究型大学建设与创新人才培养模式改革提出了有针对性的政策建议:完善大学的财政拨款机制,实现大学科研和创新人才培养的可持续发展;强化大学的资源禀赋优势,实现基础研究和创新人才培养的相互促进;完善大学科研成果转化机制,推动大学服务国家创新体系建设;完善创新人才培养模式,全面提升高等教育人才培养质量;尊重创新人才培养规律,实现基础教育和高等教育的有机衔接等。

This paper mainly focuses on the addresses of National Leaders in the Centennial Ceremony of Peking university and Tsinghua University, analyses the policy connotation and implication of the two addresses.Based on the analysis,this paper puts forward some suggestions on the reform of the construction and cultivation of innovative talents in Research Universities：Improving the public funding system,realizing sustainable development of R＆D and cultivation of innovative talents.Strengthening the resource endowment advantages in universities,making basic research and cultivation of innovative talents promote each other.Imroving the transfer mechanism of achievements in scientific research,strengthening the function of universities in the construction of National Innovation System.Reforming the cultivation mode of innovative talents,improving the quality of talents cultivation in higher education institutions.Conforming to the inherent law of the cultivation of innovative talents,realizing the organic link between basic education and higher education.
