摘要
我国2011年出台《关于加强女性科技人才队伍建设的意见》等政策文件,如何通过建立相应的保障机制和专门支持计划以推动相关政策的落实成为当前迫切需要解决的问题。本文以美国自然科学基金会"提升女性参与和发展学术事业能力计划"(ADVANCE计划)为案例,从计划设立、项目选择、支持方式到管理机制进行了系统梳理,对计划制定和管理的相关经验进行了分析借鉴,主要有三方面的启示:专门支持计划和项目支持是保证实现女性科技人才发展政策目标的有效载体;支持重点由个人转向研究机构,能够从根本上改善女性科技人才发展的制度环境;健全女性科技人才支持项目的监督评估体系,重视过程评估以及内外部评估相结合,是保证项目成功实施的关键。
Chinese government has published the policy documentsOpinion on strengthening the development of female S＆T Intellectsin 2011. Now,how to build related guarantee mechanism and develop specific projects havebecome the main problems need to be solved. In this paper, we took the U.S. National Science Foundation＇s ADVANCE program as an example, the plan establishment, project selection, support mode and management mechanism of ADVANCE program were analyzed systematically. The revelatory significance as follows： first, special support plan and program were effective to achieve the goal of female S＆T intellects development; Secondly, support academic institutions instead of individual could create a more inclusive working environment; Third, improving the monitoring and evaluation system of female intellects projects was the key to ensure the success of the program.
