摘要
美国公共图书馆立法由州图书馆立法、联邦图书馆立法和行业立法3个层面构成,其特点表现为以州立法为主体,以维护知识自由为宗旨,以经费保障为重点。针对我国公共图书馆立法而言,美国公共图书馆立法至少有以下几方面的重要启示:突出公民权利的至上性,突出资源与服务的共享性,突出立法的可操作性。
The American public library legislation is constituted by the state library legislation,the federal library legislation and the industry legislation.Its characteristics are as follows： the state library legislation is the main,the maintenance of intellectual freedom is the purpose,and the funding is the focus.For our public library legislation,the public library legislation in America has at least the following enlightenment： stressing the supremacy of civil rights,stressing the sharing of resources and services and stressing the operability of the legislation.
