高校图书馆向社会实质性开放研究

Study of University Libraries Open to Society Substantively

高校图书馆在资源种类、总量、平均拥有量上都超过了公共图书馆,但是对外开放程度比较低。高校图书馆可以通过政策推动,联合开展社会服务、构建"同城图书馆"服务平台,制定政策、消除读者误区,实行灵活服务原则、积极主动服务、实现"走出去"战略等策略向社会实质性开放,但同时也应注意两个误区:高校图书馆向社会实质性开放不能等同于公共图书馆,高校图书馆向社会实质性开放不一定等于完全免费。

The resource type,the amount,the average capacity of university libraries are more than public libraries＇,but the opening degree is relatively low.University libraries could improve the level of opening to society through these stragegies,such as the policy promotion,consolidation services,constructing ＇＇Intracity libraries＇＇ service platform,formulating policies to eliminate misunderstanding,implementing flexible service principles to service readers actively,implementing the strategy of ＇＇going out＇＇,and so on.At the same time,we should also pay attention to two errors： university libraries open to society is not equivalent to the public library;university libraries open to the society is not necessarily so completely free.
