冷战后美国私人基金会对中东欧国家的民主援助解析 被引量:3

摘要 冷战结束后,美国私人基金会对中东欧国家的援助呈突发性增长,并逐渐形成了一条以培育公民价值和倡导公民参与为目标,以为非政府组织提供培训、项目和资金等支持方式的民主援助路径。美国私人基金会对中东欧国家实施民主援助既离不开美国政府在全球范围内推行民主的现实支持,也离不开全球化全面快速推进所提供的机遇。它们行动的理论依据为公民社会的成长是民主的基石。它们的民主援助活动在一定程度上有助于美国推行民主输出战略和推动中东欧国家的民主发展,但却不是使该地区民主得以巩固的关键因素。 After the end of the Cold War,U.S.private foundations'assistance to Central and Eastern Europe an countries increased in an explosive way,and gradually formed a path of democracy assistance that include training NGO staff,providing services,programs and funds for non-governmental organizations and fostering civic values and civic participation.All these have close support of the U.S.government in the spread of democratization,with the theory that civil society's prosperity is the basis of democracy and take full advantage of globalization's rapid development.Democracy assistance of U.S.private foundations,to some extent,help the United States to carry out the strategy of exporting demooracy,can promote the development of democracy in Central and Eastern European countries.But we can not say that their democracy assistance can consolidate the region's democratic development.
