R&D Institutions in National Innovation System:National Policies and Strategies

研发组织系统的结构、运行和发展问题,是国家创新体系中带有根本意义的重要问题。探讨创新体系建构下研发组织系统的新发展,并针对我国研发组织系统的三大问题:企业研发服务组织不足的问题、强化企业技术创新主体问题以及产学研合作和军民协同创新问题,从国家政策和策略的视角提出了一些认识和思考。

The structure, operation and evolution of R＆D institutions are widely cited as critical issues in national innova- tion systems （NIS）. The paper examines the new demands and developments of national R＆D institutions system in NIS. In the context of China＇ s R＆D institutions system, three major problems are explored： insufficient R＆D organizations ser- ving industrial firms, less - developed enterprises as the most important institutional actors in NIS as well as lack in industry - university - research institution cooperative R＆D organizations and integration of civilian and military R＆D structures. Based on the above problems, some policies and strategies are put forwards in improving the national R＆D institutions sys- tem.
