江苏省科技成果转化效率及其影响因素分析——基于熵值和随机前沿的实证分析

Transformation Efficiency of Sci-tech Achievements and Influence Factors in Jiangsu Province——Empirical Analysis Based on Entropy and Stochastic Frontier Function

以2008—2010年江苏省13个城市科技成果转化相关面板数据为基础,运用熵值法和超越对数生产函数的随机前沿模型对江苏省科技成果转化效率及其影响因素进行测度与分析。研究表明,江苏省近三年的科技成果转化效率并未有显著提升,且13个城市的科技成果转化效率存在巨大差距。在影响江苏省科技成果转化效率的诸多因素中,政府支持、人力支持、财力支持、科技进步环境支撑均对江苏省科技成果转化具有显著的促进作用,其中财力支持的作用最为明显。

The paper studies the transformation of scientific and technological achievements related to panel data based on translog production function in Jiangsu province from 2008 to 2010, using the stochastic frontier model to measure, and an- alyzes Jiangsu province science and technology achievement transformation efficiency and influence factors. The study shows that the conversion efficiency of Jiangsu scientific and technological achievements in 13 cities has a big gap, and the overall conversion efficiency is decreasing year by year. Among the factors that affect the conversion efficiency of Jiangsu province, the government, human, financial supports and support of scientific and technological progress environment have signifi- cantly positive effects on Jiangsu province scientific and technological achievements, and the financial support is the most obvious affecting factor.
