浙江省专利实力差距与全国比较研究

Study on Zhejiang Province' s Deficiency on Patent Strength in Comparison with National Level

构建专利的投入产出模型,基于《2011年全国专利实力状况报告》的调查数据,从增量、存量、流量三个方面对浙江省相比全国水平的差距作了深入的比较分析和原因分析,并在此基础上,从专利的创造能力、保护能力、管理能力、运用能力和服务能力等五个方面提出了进一步增强浙江省专利实力的政策建议。

The paper built patent input - output model to make an in - depth comparative analysis and causal analysis on the gap of patent strength between Zhejiang province and national level from three aspects, i. e. increment, stock and flow based on the survey data from ＂2011 Report on National Patent Strength Status＂. Then the paper presented policy sugges- tions for further improving patent strength of Zhejiang in term of capability for protection, management, creation and appli- cation of patents.
