“碳锁定”与“碳解锁”研究:技术体制的视角

Carbon Lock-in and Carbon Unlocking:A Perspective of Technological Regime Evolution

本文在对Unruh"碳锁定"研究评述的基础上,从碳基技术体制的视角重新定义了"碳锁定",并且指出了"碳锁定"与碳基技术体制演化之间的关系。经过市场化、制度化和社会嵌入三个阶段,碳基技术体制逐渐形成,并相继形成技术锁定、制度锁定、系统锁定和社会锁定,最终导致"碳锁定"的出现。只有通过社会技术景观、关联体制和缝隙创新等外部力量与碳基技术体制的内在动力机制共同作用才能实现"碳解锁",为此必须建立相应的战略管理体系对"碳解锁"过程进行有目的的引导和管理。"碳解锁"战略管理体系是由战略层、计划层和操作层等三个层次的管理活动构成的循环系统。

Based on the critical review of ＂carbon lock-in＂ theory proposed by George Unruh,this paper re-conceptualizes ＂carbon lock-in＂ from the perspective of technological regime evolution.The establishment of a carbon-based technological regime has three stages： marketization,institutionalization and social embeddedness,which cause technological lock-in,institutional lock-in,systemic lock-in and social lock-in,respectively.The co-evolution of endogenous and exogenous forces is the key to realize ＂carbon unlocking＂.While the sources of exogenous changes come from the joint action of social-technical landscape,interrelated regimes and niche innovation and endogenous processes depend on adaptive capacity of carbon-based regimes.A ＂carbon unlocking＂ strategic management system is a cycle that consists of a series of management activities at different level of strategy,planning and implementation.
