摘要
目的了解武警部队基层卫生队卫生服务人力资源现状,分析基层卫生服务人力资源中存在的问题。方法采用多阶段分层整群抽样,共抽取18个总队和4个机动师的基层卫生队78个,调查对象包括105名基层卫生技术人员,卫生队长45人(占42.86%),军医60人(占57.17%),其中男94人,女11人,年龄33.77(4.96岁。结果基层卫生服务人员高学历人员较少(硕士占613%),以初级职称为主(占74.8%)。以临床医学专业为主(占72.8%),而营区和预防专业的人员仅占2.4%。职能履行上存在错位和缺位现象。对健康教育技I^(27.6%)、康复技能(18.1%)和预防知识(17.1%)等相关知识、技能和需求仍有欠缺。结论针对基层卫生服务人力资源现状,应进一步优化基层卫生服务团队结构,制定适宜激励机制,强化职能使命和提高服务技能。
Objective To investigate the status of human resources in military community health service of the Chinese People' s Armed Police Forces (CAPF). Methods A questionnaire survey was conducted among 105 military' primary medical workers in 78 sanitary corps from 18 contingents and 4 motorized divisions of CAPF distributed in 20 provinces selected by multistage random sampling, including 45 sanitary corps leaders (42.86%) and 60 military doctors (57.17%), 94 males and 11 females, aged (33.77(4.96). Results Most of the military primary medical workers were male, 84.3% of them being aged (40, 84.8% with technical college school record or undergraduate course school record, 6.3% with master degree or above, and 8.9% with senior middle school record and bellow; 74.8% with primary professional title, 22.2% with intermediate title, and 4.3% without professional title. 72.8% graduated from specialty of clinical medicine. The functional authority in Sanitary Corps existed dislocation and lack. Brain drain was severe because of non-professional counterparts, limited professional development, and lack of drive mechanism. In-service education was the most welcome. The knowledge mostly needed included diagnosis of diseases, psychotherapy, and treatment of diseases. Conclusion Weakness exists in the military primary medical human resources. In light of the problems thus discovered, proper measures should be adopted to improve the military health work.
