美国的大数据研发计划及对我国的启示

2011年3月美国政府公布了大数据研发计划。这项计划重点是增强关国联邦政府收集海量数据，分析萃取信息的能力。美国科学基金会等6个联邦部门为此宣布投资2亿美元，主要用于提前获取、处理、共享海量数据的工具和技术，文章在重点分析美国政府大数据研发计划背景的基础上，结合我国科技平台资源共享现状，借鉴美国经验，提出制定科技平台大数据发展计划，促进资源共享的必要性以及相关具体措施建议。

In March 2012, the U.S. government announced ＂Big Data Research and Development Initiative＂. The program is focused on improving the U.S. Federal government＇s ability to extract knowledge and insights from large and complex collections of digital data, the initiative promises to help solve some of the Nation＇s most pressing challenges. The program includes several federal agencies including NSF, HHS/NIH, DOE, DOD, DARPA and USGS who pledge more than $200 million in new commitments that they promise will greatly improve the tools and techniques needed to access, organize, and glean discoveries from huge volumes of digital data. This article will focus on analyzing the background of the Big Data program, combined with current situation of chinas science ＆ technology platforms and resource sharing, proposed technology platform learn from American experience to develop big data plan, as well as the related specific measures.
