论我国旅游质监与行政执法体系的完善

On Perfection of China’s Tourism Quality Supervision and Administrative Law Enforcement System

以我国旅游业发展过程中出现的问题为逻辑起点,分析了我国当前旅游质监与行政执法工作困境形成在体制、业态和市场方面的原因,总结出影响旅游质监与行政执法体系完善的旅游管理理念、旅游立法及制度建设、旅游市场、旅游执法手段等八个方面因素,从总体框架设计和具体制度安排两个角度提出完善我国旅游质监与行政执法体系的对策。

This article takes some problems in the tourism development process as logical starting point , analyzes the reasons of tourism quality supervision and administrative law enforcement difficulties in China from the systerri, format and marketing, and sums up eight impact factors of tourism quality and administrative law enforcement system, such as tourism management con- cept, tourism legislation and system construction, tourist market, tourism law enforcement means, etc. On this basis, it propo- ses measures to improve tourism quality supervision and administration law enforcement system from two aspects of the overall frame design and specific institutional arrangements.
