安徽省低碳经济发展对策研究

Research on the Countermeasures of Low Carbon Economy Development of Anhui Province

低碳经济的发展依赖于地区的产业结构、能源结构以及消费结构的调整,需要政策法规、科技创新以及金融市场的共同支撑。产业结构重型化发展,高耗能行业减排压力较大,出口结构调整缓慢以及低碳技术研究水平相对落后等问题,严重制纸约了安徽省低碳经济的发展。应加快政府职能转变,构建"三位一体"治理模式,构建安徽省低碳经济产业体系和低碳经济能源体系,逐步建立碳交易与碳金融市场,以实现由"高碳"向"低碳"的经济增长方式的转变。

The low carbon economy development depends firstly on the regionally adjustment to the structure of indus- try, energy and consumption, and secondly on the common support from the policies and regulations, scientific innovation, and financial market. It is investigated that the low carbon economy development of Anhui Province is seriously re^strieted due to the following issues： the trend of the industry structure developing towards the heavy industry, the increased pres- sure of emission reduction from industries of high energy consumption, the slow adjustment to product export structure, and the relatively backwardness of the research to low carbon technology. It is concluded that it is necessary to quicken the transformation of government functions, establish the trinity mode of governance, construct the industry system and energy system of low carbon economy of Anhui Province, and gradually build up the market of carbon transaction and carbon fi- nance for the realization of the economic growth pattern transformation from high carbon to low carbon.
