摘要 三方协商机制是西方发达市场经济国家协调劳资关系的重要手段,是国际劳工组织倡导并积极推行的制度安排。三方协商机制的缘起是市场化进程中凸显的劳资矛盾,三方协商机制在中国的建立,标志着我国劳动关系公共管理领域的重要变革,意味着我国的劳动关系管理模式正从政府主导走向政府与社会伙伴的社会对话与合作治理。与发达市场经济国家相比,我国的三方协商机制在实际运行中还存在一些亟待解决的问题。 The tripartite mechanism is an important way of coordinating labor relations in western developed countries, and the system proposed and carried out actively by the ILO. The establishment of tripartite mechanism in China indicated the important re- form in the area of public administration of labor relations. It implies that the labor relations administrative model is transforming from government - leading into social dialogue and cooperative administration with social partners. Compared with the developed market economic countries, there are more problems in the operation of tripartite mechanism in China. Only these problems are re- solved, can the role of tripartite mechanism be given full play in labor relations adjustment, and can the cooperative labor relations be set up.
