廉政风险防控视角下的高校廉政制度建设--以高校采购招标领域制度建设为例

University Incorruption Mechanism Construction Research from the Angle of the Risk Prevention and Control of Being Incorrupt Administration

以科学界定高校廉政制度内涵为研究起点,分析廉政制度建设中廉政文件与廉政条款2种规范之间的异同。立足廉政风险防控视角,审视高校采购招标领域廉政条款,总结出高校廉政风险防控重点监控领域廉政条款的立法规律。研究表明,廉政文件和廉政条款2种规范各自约束的范围不同,廉政条款需要将风险防控的分权、限权、减权等廉政因素嵌入业务管理制度。

By defining the university anti-corruption system in scientific way as a researching starting point, this paper analyzes the difference between the anti-corruption document and the anti-corruption items. From the perspective of the risk prevention and control, it examines the incorrupt items in the fields of the university bidding and purchasing and summarizes the university legislation regulation with regarding to the anti-corruption items in supervision lines. It indicates that both criterion ranges are different respectively, and the anti-corruption items need to be embed in the professional administrative system.
