Partner assistance project in restitution of higher education had carned out tor 10 years which has achieved remarkable results.In the project implementation process, recipient universities faced such problems as shortage of funds, lack of high-end talent introduction and high-end scientific research and na-tional awards, lack of high level scientific research innovation platform and the academic team. The paper aiming at the existing problems of colleges and universities in the western development project and put forward the corresponding suggestion.
