消防业务训练安全风险评估指标体系构建

紧贴消防部队训练实际和《公安消防部队作战训练安全要则》规定,在深入研究消防业务训练安全风险影响因素的基础上,邀请20名消防部队和院校专家进行问卷调查,利用SPSS软件进行指标体系的隶属度、相关性和可靠性的分析和筛选,构建了组织领导、参训官兵、组训骨干、消防装备器材和天候环境5个维度的消防业务训练安全风险评估指标体系,并采用层次分析和数据包络分析相结合的方法确定了指标权重。此安全风险评估指标体系的提出使消防部队业务训练安全风险评估更具客观性、科学性,对于加强消防业务训练管理工作,提升部队业务训练水平具有一定的参考价值。

According to the actual situation for the fire forces, as well as the rules of the Combat Training Safety Regulations of the Fire Forces and on the basis of the study for influencing factors on security risk in fire service training, the firefighters and institutions experts have been invited to participate in the researching, indicator system＇ s membership, relevance and reliability have been analyzed in terms of organizational leadership, training officers and soldiers, the backbone of the group training, fire equipments and climate environment on the evaluation index system of security risk. This paper uses the methods of analytic hierarchy and packet network analysis to determine the weight of the index. The index system for security risk will make the training security risk assessment of the fire forces objectively and scientifically, which will have some certain reference value to strengthening the training man- agement and to improve training effectiveness for the fire forces.
