医疗保险基金先行支付制度的顺利实施不仅涉及参保人员和第三人,还涉及经办机构、定点医疗机构、公安、法院、财政、审计等诸多部门,为使该项制度顺利实施,本文从医保经办角度对实施难点进行梳理与剖析,并从操作层面提出建议。

The smoothly implementation of advance payment system of health insurance fund involves not only the insured people and third party, but also agencies, designated medical institutions, public security, courts, finance, audit and many other departments. In order to make sure the smooth implementation of this advance payment system, we sort out and analysis the implementation difficulties from the health insurance perspective, and make suggestions from the ooerational level.
