青岛市社区社会组织发展的现状与对策

The Current Situation and Countermeasures on the Development of Community Social Organizations in Qingdao

青岛市是较早探索鼓励社区社会组织培育与发展的城市之一,但与社区群众日益丰富的差异化需求、日趋复杂的社会管理形势以及其他先进城市的创造性发展相比,仍有一定的不足。建议从创新理念以转变基层管理模式、健全扶持政策以营造发展环境、创新管理机制以规范引导发展及提升服务能力以切实承担起相应职责等方面,加强社区社会组织的发展。

Qingdao is one of the cities that explore and encourage the cultivation and development of community social organizations earlier. However, compared with increasingly abundant require- ments of the people in communities, increasingly complex circumstances of social management as well as creative development in other advanced cities, there are still some deficiencies. It＇s suggested that we should strengthen the development of community social organizations from the angles of creating concepts for the transformation of the grass-roots management modes, improving supportive policies for the construction of development environment, innovating management mechanism for standardi- zing and guiding the development and promoting the ability of service for taking the relative responsi- bilities realistically.
