新升本科院校图书馆存在资金短缺、人才匮乏等问题,应该创新工作思路,通过建设特色馆藏、推行项目管理、开展特色服务等途径提高办馆质量,使其在教学、科研发展中起到支柱作用。

The libraries of newly established undergraduate universities have such problems as shortage of funds, and the lack of talents. They should innovate ideas so as to improve the quality of library service; and play a backbone role in the development of teaching and scientific research through the construction of characteristic collection, implementation of project management and conducting characteristic services.
