摘要
改革开放以来，我国城镇化取得了巨大的成就，但仍然存在着一个突出的问题：即城镇化侧重于沿海发达地区大城市建设，而忽视中小城市和小城镇的发展。
This paper explores the China＇s urbanization history based on horizontal comparison and vertical node analysis since 1980s. It indicates that urbanization policy should be focused on the Spatial Agglomeration Theory. The concept of the Agglomeration Index was further introduced which can not only be used to measure the urbanization level, but also as a measure whether the small towns has reached the benchmark of spatial aggregation. The paper then examined the space agglomeration of small towns from the macro perspective. This is supported with a case study in Chongqing to emphasize that the construction of small towns should be focused on the agglomeration effects. Finally, the role of small town in the future urbanization process was further discussed,
