2007年6月15日国际货币基金组织执行理事会通过了《对会员国政策双边监督决议》（本文简称《新决议》），以取代1977年的《汇率政策监督决议》。本文根据国际法基本原理，分析了IMF新决议的性质，作者认为IMF新决议，既不是国际条约，也不是国际惯例和一般法律原则，应属于软法。
