近代广州公共卫生发展困局初探

Exploration on Problems with Public Health Development in Modern Guangzhou

广州的公共卫生事业发轫于晚清,是近代中国公共卫生事业起步较早的城市之一,到民国时期发展成为公共卫生建设的模范城市。然而其发展过程并非一帆风顺、一蹴而就,在初起阶段,由于官方民众的漠视、经费不足、官商利益相争、卫生行政制度不完善、管理执行者消极懈怠等诸多因素窒碍,发展道路困难重重,实施效果也不甚理想。

Guangzhou was one of the first cities in China to establish a public health mechanism,which started from the late 19th Century,and by the mid-20th Century,it had become a model in public health construction.However,its development underwent many twists and turns.For instance,there appeared so many difficulties ever since its infancy like authority's and public's neglect,short of funding,interests conflicts between the government and merchants,ill-performing administration system,and inactivity of executors that its effects were far from satisfactory.
