清末币值不稳及货币制度混乱给当时的社会经济带来严重的危机。在此背景下,陈衍提出的货币改革主张在湖北新政中得到了体现,其金融思想对后世有着深远的借鉴意义。本文通过对陈衍币制改革思想产生的时代背景的详细解读及内容的系统梳理,对其币制改革思想及其实践效果进行较为客观的评价,并以史为鉴,对当前中国货币制度建设提出了相关建议。

The instable currency value and confusing monetary system led to serious economic crisis at the end of Qing Dynasty.Under this background,the monetary reform advocated by Yan Chen,whose financial thoughts have a far-reaching influence on the future generations,was highlighted in Hubei New Policy.This article tries to objectively comment on the concept and its application effect of Yan Chen's reform,based on a detailed insights of its contents and historical background.Further more,taking history as a mirror,we present a series of policy suggestions for the monetary system construction in China,in order to better serve the economy and further promote China into the financial globalization.
