地区产业结构调整与竞争力研究——基于偏离-份额分析东营市

Regional Industrial Structure Adjustment and Competitiveness Research——Based on the Shift-share Method in Dongying City

作为典型的石油资源型城市,产业结构的调整及优化升级是东营市可持续发展的核心问题。本文以东营市产业结构发展变动趋势为研究对象,分别选取全市和全省2003-2008年三次产业和工业等经济发展数据进行对比分析,从区位因素、结构性因素和竞争性因素三方面对2003-2008年东营市产业结构的发展状况进行动态评价。结果表明经济增长主要由第二产业推动,但三次产业结构不协调,第一产业发展不足,第二产业发展高位,传统工业所占比例较高,发展方式粗放,第三产业虽具较强竞争力,但现代服务业发展短板。针对研究结果,为进一步优化产业结构,提升产业竞争力,转变经济增长方式。提出政策建议如下:发展现代产业、提升产业层次;完善区域产业分工体系,促使产业结构优化调整;推进产业结构生态化、经济形态高级化,形成以高效生态农业为基础、环境友好型工业为主体、现代服务业为支撑的三次产业协调高效发展的布局。

As a typical oil city,the adjustment,optimization and upgrading in industry structure is the key to the sustainable development in Dongying City.By using the shift-share method,based on the development tendency of Dongying industrial structure,according to the Shandong province from the geographical factors,the structure factors and the competitive factors three perspectives,the development status of industry economy was analyzed from 2003 to 2008.The results show that economic growth is mainly promoted by the secondary industry.The uncoordinated factors exist in the industry structure,the primary and the third industry did not develop fully,while the secondary industry especially the traditional industry developed too much and the proportion of them were more higher.Meanwhile,the modern service industry developed slowly.Based on the results,in order to optimize industry structure and increase the competitiveness of the whole industry,the following countermeasures and proposals should be put forward：improving industry diversification,strengthening modern agricultural ecologization and efficiency,facilitating the service industry modernization,forming the pattern of coordinated development in the whole industries and so on.
