基于DEA的林业财政效率评价

Efficiency Evaluation on Forestry Finance Based on DEA

林业资金效率评价是提高林业资金使用效率的迫切需要,也是实现林业跨越式发展的迫切要求。本文通过分析国内外林业财政状况,并运用数据包络分析法对2000～2010年林业财政效率进行整体评价。研究结果表明,全国大多数年份林业财政效率均为DEA有效,其总体效率、规模效率、纯技术效率较高,其中有5个年份的林业财政投入产出相对效率达到了最佳,比例高达50%。但个别年份林业财政的投入产出效率相对较低。基于此,文章提出进一步提高林业财政资金效率的政策建议。

Effieiency evaluation on forestry fiscal finance is the urgent need of enhancing the efficiency of forestry financial inputs. It is also the urgent demand of realizing the frog- leaping forestry development. This paper analyses the forestry fiscal situation based on the mechanisan d ecological compensation at home and abroad, and making a overall evaluation of forestry financial efficiency using the DEA method from 2000 to 2010. The result shows that DEA of forestry fiscal efficiency is effective during most of the years; the total efficiency, scale effciency and pure technology efficiency are highest. The relative efficiency of input and output is optimal in five years. However, the effciency is relatively low in individual year. Finally, this paper presents some measures of improving the input and output efficiency of forestry financial fund.
