Strengthening low-carbon innovation of science and technology, low carbon technology and cultural integration, boosting the low carbon culture and low carbon economic and social development are the important strategic choice for our response to global climate change, active commitment to the international responsibility, and to accelerate the construction of ecological civilization. Low carbon innovation of science and technology is the important engine to develop low carbon culture and build a low carbon society. The low carbon cultural de- velopment is the important psychological mechanism and social foundation of the low carbon innovation of sci- ence and technology. For the enhancement of low carbon culture innovation of science and technology, we need to strengthen the low carbon culture science and technology innovation, promoting top-level design system, strengthening of low-carbon technology culture of public service supply, to promote low carbon culture industry and the development of low carbon society.
