摘要
事业单位改革是我国一项长期、艰巨的任务,但也是我国改革开放后所面临的一个必然选择。2011年中央下发了《关于分类推进事业单位改革的指导意见》后,吉林省事业单位改革步入了一个新的阶段。面对事业单位成分复杂、人员冗重、地方部门领导编制意识不强等问题,吉林省的事业单位改革应该以中央精神为基础,在改革推进层次上依据先分后改的原则,采取渐进化和差别化的道路;在编制创新上应该结合事业单位职能定位积极探索编制法制化道路;在多元主体参与方面应该秉承基本公共服务以政府主导为中心的原则,构建事业单位人员编制合理布局。
The reform of public institutions is very important, but very difficult in China. The central govern- ment began a new-round reform in 2011, so the reform of public institutions in Jilin province is coming into a new stage. Facing the problems and difficulties, such as the complication of public institutions, a large amount of staffs, weak sense of organizational structure of local departments, provincial government should be based on central spirit at first, then define the function of institutions and organizational structure legally and establish a system of plural subjects in public service.
