新公共管理理论强调以顾客为导向,实现公共服务的市场化、社会化,采取一系列有效措施及办法,提供"市民顾客"所需"产品",满足"市民顾客"需要,为"市民顾客"提供最大价值。城市公共交通"最后一公里"是在公共交通领域突出亟待解决的问题之一,其限制了城市公共交通的科学发展,影响了市民绿色出行的美好意愿。破解之道在于应用新公共管理范式中"顾客驱使"的理念,以"市民顾客"需求为导向,汇总出行需求,引入竞争机制、引入多种公共交通工具、打通城市交通"微循环"工程。
The new public management theory emphasizes customer-oriented service to realize the marketization and socialization of public service. Taking a series of effective measures provide the citizen with the product that they need and meet their requirement and provide the greatest value for them. The last kilometer phenomenon of city public traffic is a pressing problem to be solved in the field of public transport, as the problem restricts the scientific development of city public traffic, and it can affect the public' s wishes of green travel. The solution lies in the application of the "customer driven" theory in the new public management paradigm. The theory takes public' s need as the guide and sum up travel demands and introduce competition mechanism and various public transport to rebuild the city traffic microcirculation project.
