According to the education concept and characteristics, and the information demand of students＇ of the Open University, and the development situation of Open University library＇ s, this paper discuss the necessity of knowledge consulting service in library of the Open University system, and puts forward the necessary condition and specific measures in developing the knowledge consulting services.
