红色旅游作为一种新兴的专项旅游活动形式和产品类型,是在二十世纪九十年代中后期才逐步发展起来的,它是政治、教育、文化、经济在旅游中的创新结合和有效统一.红色旅游不同于一般的旅游活动,其特色在于寓教于游、寓教于乐,在参观游览和休闲娱乐中达到革命传统教育和爱国主义教育的目的.进入21世纪,在国家大力发展红色旅游利好政策的推动下,各革命纪念地掀起了一股大力发展红色旅游的热潮,乌鲁木齐市红色旅游在其资源丰富的前提下良好发展,但是发展良好的背后同样凸显出部门重叠、产品粗糙、宣传不够、人才短缺、基础设施落后等诸多问题.面临激烈的市场竞争和生存空间的挤压,如何充分开发利用乌鲁木齐的红色旅游资源,使之成为一种综合性强,市场覆盖面大,依托红色,又能超越红色的新型红色旅游,推动红色旅游文化与本市经济的繁荣意义重大.

Revolutionary tourism is developed in the 1990＇s last century as a new tourism activity and product, it is different from common tourism activities at education meaning, which achieves the aim for revolutionary and patriotic education during tour and recreation. In this century, by some policies for develo- ping revolutionary tourism, revolutionary memorials in everywhere have strong enthusiasm to develop revolutionary tourism, which has good development by abundant resources in Urumqi, but there are still some problems like rough products, weak propaganda, lack human resources and infrastructure. In the condition of intense market competition, exploiting revolutionary tourism in Urumqi and promoting its urban economy are meaningful.
