Globalization and the Third World

经济国际化或全球化的趋势 ,是人类社会生产力发展的一个必然的阶段 ,具有巨大的社会进步意义。但是 ,目前西方所主张的全球化 ,是以资本主义为主导的 ,以实现全球少数人利益为目的的资本征服整个世界的现象和过程 ,是对 2 0世纪 50— 6 0年代世界范围内兴起的社会主义运动和民族民主运动的清算和逆动。随着资本主义生产关系向全球的扩张 ,生产社会化和生产资料私人占有之间的矛盾将日益加剧和激化 ,在更大的历史范畴内 ,“全球化”的资本主义的生产关系必然成为社会生产力继续发展的严重桎梏。近十年来 ,西方全球化给第三世界造成了较为严重的负面影响。西方全球化的发展趋势仍保持着强劲势头 ,甚至可能统治全球较长时期。但是 ,在可以预见的将来 ,若美国经济出现大的危机 ,西方全球化有可能出现间歇性的中断 ;西方全球化的过程中也有可能引发并加剧局部战争。西方全球化图谋建立更加不公正、不合理的所谓国际新秩序 ,因此 ,第三世界国家要善于趋利避害 ,积极参与国际经济交流与合作 ,团结一致 ,建立真正公正、合理的国际经济政治新秩序的东方全球化。

Economic internationalization or the trend towards globalization is an essential stage in the development of social productivity and represents major social progress. However, the globalization now advocated by the West is capitalist oriented and aimed at the capitalist domination of the whole world in the interests of a minority; it is a counterattack aimed at settling old scores, and a reaction to the socialist, national and democratic movements that came to the fore throughout the world in the 1950s and 60s. With the international expansion of capitalist relations of production throughout the world, the contradictions between socialized production and the private ownership of the means of production will intensify, and the “globalized” capitalist relations of production will inevitably hinder the further development of social productivity. The negative influences of Western globalization for the third world have already become apparent over the past decade. Western globalization is maintaining its momentum and will prevail all over the world for some time to come. However, this process will be interrupted if there is a serious economic crisis in America. It will also possibly provoke or intensify local conflicts. Western globalization will result in a more unjust and unreasonable “new international order.” The nations of the third world must therefore try to maximize its benefits and minimize its destructive aspects, while at the same time taking an active part in international economic exchanges and cooperation in an effort to bring about an Oriental globalization based on a truly just and reasonable international new economic and political order.
