中国退役运动员保障的思考——公共事业管理视角

A Study of Chinese Retired Athletes Welfare from the Perspective of Public Utility Management

萨缪尔森的公共产品理论是公共事业管理存在的理论基础之一,以公共产品理论为基础,从退役运动员保障的公共需求属性、物品特征、退役运动员保障的公共需求属性与物品特征的关系三个方面,从理论上论述了退役运动员保障的供给主体和退役运动员保障属于公共事业管理领域的原因。进而在理论上提出可以运用公共事业管理的相关方法和手段去探索建立和完善退役运动员的保障,解决退役运动员面临的实际困难。但由于我国特殊的国情,在未来相当长的一段时间内,举国体制仍将是竞技体育发展的模式。针对这一现状,笔者也给出一定的思考。

Public goods theory, proposed by Samuelson, is one of the theoretical bases of public utility management. Under the framework of the theory, based on the interrelation of public demand for retired athletes security properties and features of objects, this paper theoretically illustrates the main supply of retired athletes security and the reason why retired athletes welfare belongs to the realm of public service administration. And then, the methods of the public service administration were used to establish and improve the retired athletes＇ welfare situations and to solve the practical problems. However, due to specific national conditions, the whole national system will still be in fa- vor of competitive sport development for a long time.
