海洋意识是沿海国家公民必备的基本素养.分析认为我国公民海洋国土意识薄弱,对海洋价值认识不全面,导致海权意识不强.落后的海洋意识已成为制约我国海洋事业发展与和平崛起的重要因素.提出应在学校教育中加强公民海洋意识培养;通过海洋国情宣传,增强公民海权意识;通过大力发展海洋文化事业和制定长期的海洋发展战略引领公民海洋意识发展,形成可持续发展的和谐海洋观.

marine awareness is the essential quality of the people in coastal countries. The develop- ment of marine industry and the rise of our country are affected by the poople＇s marine awareness to a great degree. The marine awareness of our citizen was analyzed in this paper. And some countermeas- ures to cultivate and raise the marine awareness were pointed out.
