The paper summarized the situation and the existing problems of forest development in Chang＇ an District of Xi＇ an City,pointed out that the innovation development was a new model of forest development under the new situation.lt thought that the effective way of forest development in Chang＇ an District was to develop cork oak forest.It also analyzed the developing situation of cork industry in home and abroad,the feasibility and advantages and disadvantages of development in Chang＇an District.
