达州市经济发展与西部大开发关系密切 ,从而决定了达州市经济发展战略思想首先是必须全面介入西部大开发 ,与国家实施的西部大开发战略对接。西部大开发是在新的经济背景下进行的经济大发展 ,达州市经济发展的战略要有新思路 ;同时应遵循立足高远、实事求是、统筹全局、坚持可持续发展原则 ,和选择打破常规的追赶型、跨越式的发展模式 ;而发展的战略目标不仅是数字层面的 ,应把培育经济增长能力作为经济发展战略更为根本的目标 ,并在发展中重点解决好让科技全面介入大开发、通过制度创新切实培育经济增长能力 。

The economic development of Dazhou City is closely related to the great west development, which decides that the strategic theory of economic development of Dazhou City first of all must involve itself in the whole process of the west development and be organically integrated with the central government's implementation of the great west development strategy. The great west development is a great economic development being pursued in the new economic background, and there should be original ideas in the strategy directing Dazhou City's economic development. Meanwhile, the principles,such as showing great foresight, seeking truth from facts, taking the whole situation into account and planning accordingly, adhering to the sustainable development, all should be strictly followed; the mode of overtaking and outstripping by breaking with convention should be aimed at not only statistics, but also improving ability of economic growth. In the process of the development, emphases should be given to solving such major issues as letting science and technology in full swing, earnestly generating the ability of economic growth through creative regulations and painstakingly building strategic strong points for the great development.
