高新技术是以科学技术表现的经济实力。经济欠发达地区发展高新技术产业，面临技术落后、人才缺乏、资金短缺等诸多困难，因此，这些区域的高新技术产业的发展必须走一条与经济发达地区不同的道路。建设技术创新基地，发展高新技术开发区，加快培育和发展大量的高新技术小企业，是创建本地区高新技术产业的重要途径，是带动区域经济发展、增强地区综合实力的战略举措。

High and new technology is an economic power shown by science and technology. Many difficulties,such as technological underdevelopment, talent shortage and capital shortage, confront underdeveloped areas in developing their high and new technology. As a result, these areas must take a path different from that of the developed areas. Establishment of bases for technological innovation, construction of high-and-new technology development zones, and acceleration of the de- velopment of numerous high-and-new technology small businesses are important means to the con- struction of high-and-new technology industries in the areas and are also strategic measures to pro- mote regional economic growth and to increase their comprehensive power.
