重庆市农村建设用地复垦实施中存在的问题及建议

Problems and Suggestions of Rural Construction Land Reclamation Implementation of Chongqing City

由于中国实施农村建设用地复垦的时间不长,积累的经验不多,在农村建设用地复垦实施中存在许多问题,这些问题阻碍了农村建设用地复垦进程。为了中国农村建设用地复垦的实施能够顺利开展,以重庆市为例,通过文献综述法、实例分析法等研究方法,在分析重庆市农村建设用地复垦实施现状的基础上,剖析农村建设用地复垦实施中存在的问题,针对存在的问题提出了加强规划设计管理、加强各部门协调、提高镇政府重视程度、加强施工单位管理、规范监理单位等相应的对策与建议,从而保证中国农村建设用地复垦顺利实施,农村建设用地复垦实现可持续发展。

Because of the implementation of rural construction land reclamation was not a long time, and experience was not much, there were still many problems in the executing process of rural construction land reclamation of China, blocked the rural construction land reclamation process. In order to put the rural construction land reclamation implementation of Chongqing into effect smoothly, the paper analyzed the problems of rural construction land reclamation implementation of Chongqing City, which based on the analysis of current situation of the implementation of rural construction land reclamation, in the method of literatures summarizing and examples analysis, illustrating with an example of Chongqing. According to the existing problems, some advices and suggestions have been put forward in order to put the rural construction land reclamation implementation of Chongqing into effect smoothly. Some specific suggestions were as follow： enhancing the management of designing; strengthening the coordination between the various authorities; raising awareness of town government; strengthening the management on construction; standardizing supervision units.
