Current Conditions of Oil and Gas Development in Eastern Part of Russia and Projection of Prospect

自2005年以来,俄罗斯为加快东部地区的发展,先后进行了东西伯利亚—太平洋输油管线建设和东部地区油气资源勘探开发规划编制工作,目前这里新增石油储量与发现的新油田已成为东西伯利亚—太平洋输油管线的石油资源区域。2005年东西伯利亚石油产量为55.6×104t,2012年达到了3500×104t,远东萨哈林天然气产量2005年为16×108m3,2012年达到了268×108m3。东部地区油气生产的许多指标超过了俄罗斯联邦政府批文拟定的指标和2030年俄罗斯能源战略发展规划的调整指标。俄罗斯东西伯利亚及远东地区油气产量将具有相当可观的发展前景,为了实现东部地区油气工业新区的建设与发展规划的目标,俄罗斯采用了国营与私营一齐上的一系列优惠与特殊政策,包括特殊的运价、税收、海关以及油气资源开发分期优惠等政策。

To accelerate development in the eastern part, Russia has constructed the East Siberia-Pacific oil pipeline and formulated the plan for oil and gas exploration and development in the eastern part of the nation since 2005. Currently, the additional oil reserves and newly-discovered oil fields in this area have become the oil resources region for the East Siberia-Pacific oil pipeline. Oil production in East Siberia was 55.6 × 10 4 t in 2005 and reached 3500 × 10 4 t in 2012. Natural gas production in Sakhalin of the Far East was 16 × 10 8 m 3 in 2005 and reached 268 × 10 8 m 3 in 2012. Many of the oil and gas production targets in the eastern region exceeded those set in the documents of the Russian Federal Government and those adjusted in the Russian energy strategic development plan. Oil and gas production in Russia’s East Siberia and Far East region has a very promising prospect for development. To fulfill the objectives for construction and development of the new oil and gas industrial area in the eastern region, Russia has adopted a series of special and preferential policies for both state-owned and private enterprises including the installment preferential policies for shipment price, taxation, customs and development of oil and gas resources.
